Elle est charg\u00e9e de d\u00e9finir les r\u00e8gles fondamentales qui organisent la vie politique : la r\u00e9partition des pouvoirs, le fonctionnement des institutions et les droits des citoyens.<\/p><p data-start=\"456\" data-end=\"717\">Contrairement aux assembl\u00e9es ordinaires, une Constituante a pour mission sp\u00e9cifique de refonder le cadre institutionnel lui-m\u00eame. Le pouvoir n\u2019appartient plus v\u00e9ritablement aux citoyens et n\u2019est plus exerc\u00e9 dans leur int\u00e9r\u00eat. Les institutions actuelles concentrent l\u2019essentiel du pouvoir entre quelques mains et limitent l\u2019expression d\u00e9mocratique.<\/p><p data-start=\"403\" data-end=\"597\">Face \u00e0 cette situation, la convocation d\u2019une Assembl\u00e9e constituante constitue le moyen le plus d\u00e9mocratique de redonner aux citoyens la capacit\u00e9 de d\u00e9finir eux-m\u00eames les r\u00e8gles du jeu politique.<\/p><p data-start=\"599\" data-end=\"867\">L\u2019organisation d\u2019un r\u00e9f\u00e9rendum sur la tenue d\u2019une Constituante permettrait soit de redonner une l\u00e9gitimit\u00e9 populaire renouvel\u00e9e \u00e0 la Ve R\u00e9publique, soit d\u2019ouvrir la voie \u00e0 une transformation de nos institutions.
