Une Assembl\u00e9e constituante est une assembl\u00e9e \u00e9lue sp\u00e9cialement par les citoyens pour r\u00e9diger ou r\u00e9viser la Constitution. Elle a pour mission de d\u00e9finir les r\u00e8gles fondamentales qui organisent la vie politique : la r\u00e9partition des pouvoirs, le fonctionnement des institutions et les droits des citoyens.<\/p>

Contrairement aux assembl\u00e9es ordinaires, une Constituante n\u2019exerce pas le pouvoir gouvernemental. Sa mission est exclusivement de d\u00e9finir le cadre dans lequel ce pouvoir pourra s\u2019exercer.<\/p>

Elle constitue un moment d\u00e9mocratique particulier dans lequel le peuple exerce directement sa souverainet\u00e9 en d\u00e9terminant les r\u00e8gles du jeu politique.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t

Principe 1 \u2014 \u00c9lection<\/h3>

Les membres de la Constituante sont \u00e9lus par les citoyens. Ils tiennent leur l\u00e9gitimit\u00e9 directement du suffrage populaire.<\/p><\/blockquote>

Principe 2 \u2014 Mission sp\u00e9cifique<\/h3>

La Constituante a pour seule mission de r\u00e9diger ou de r\u00e9viser la Constitution. Elle ne gouverne pas et n\u2019exerce pas les pouvoirs ordinaires de l\u2019\u00c9tat.<\/p><\/blockquote>

Les assembl\u00e9es constituantes apparaissent dans l\u2019histoire lorsque les institutions existantes ne r\u00e9pondent plus aux attentes de la soci\u00e9t\u00e9. Elles permettent d\u2019ouvrir un moment d\u00e9mocratique au cours duquel les citoyens peuvent red\u00e9finir collectivement les r\u00e8gles fondamentales de la vie politique.<\/p>
